The Refuge serves as the "official" youth ministries facility for the Morgantown Church of God. Former youth pastor, Sean Byars, along with his wife, Kristal, led the 30-member youth group in a 10-month renovation project before the center was opened in May 2001. The youth raised the needed funds and completed the work on their own. More than 100 teens from the community and surrounding areas attended the dedication service and concert.

When the local Church of God of Prophecy merged with the Church of God in 1995, the Morgantown Church soon purchased the former church's property. It remained vacant until Reverend Byars organized the renovation campaign. The Refuge offers video and board games, music, parties, concerts and worship services.

Special services and activities are held for church youth at The Refuge throughout the week, including Bible studies, prayer meetings, concerts and fellowship gatherings. However, the alcohol-, tobacco-, and drug-free facility is open to the public every Friday night at 7PM.
